Basketball Information

Membership and Team Rosters

  • F.O.R. membership year runs from July 1 through June 30.

  • At each July meeting, submit the following:

    • F.O.R. rosters (2 hard copies); send soft copy to Division Commissioner and Division Treasurer

    • Membership dues - $50.00 per member (one check per team made out to “South Bay F.O.R”)

    • Player-parent agreement (is needed before the start of practices and games)

    • Coach’s code of conduct (head coach and assistant coaches)

    • If forms or fees are delinquent then such players/coaches will be ineligible for any league or tournament starting from July 1st on.

    • Above forms can be found on the F.O.R. website: www.southbayfor.org

  • Final team rosters and membership:

    • For grades 2-7 is the January division meeting.

      • Note: this is the date for F.O.R. roster changes, CBO/JAO Winter League roster deadlines are earlier

    • For grades 8-12 is the March division meeting.

      • Note: this is the date for F.O.R. roster changes, Prep CBO/JAO Spring League roster deadlines may be earlier

    • Roster changes may be made before the above dates.

      • The team must submit a revised roster to the Division Commissioner, membership fee, and player/parent agreement for any added player.

      • If the player is from another organization, a release letter is required from that organization before the player can be added to a F.O.R. roster.

    • Players may be listed only on one team roster. Players on F.O.R. rosters cannot be listed on the official roster of any other Asian league team or organization.

    • Absolutely no roster amendments, no new members, and no new teams will be allowed to join South Bay F.O.R. after the above dates (January for grades 2-8, February for grades 9-12).

  • Minimum roster requirements:

    • F.O.R. requires a minimum roster of 7 players. Each league has their own requirements:

      • JAO league – minimum of 8 players

      • CBO league – minimum of 7 players

  • F.O.R. Team Names

    • Only new distinctive, unique team names will be allowed. Duplicate names, similar sounding names or variations on existing names are not allowed. (i.e. Lakers I and Lakers II, Lakerz, etc.)

  • Requirements of F.O.R. members and their parents include but not limited to (see Bylaws and Standing Rules for complete listing):

    • Participate in the F.O.R. tournament, including but not limited to, selling mandatory tournament booklet ads and helping as a gym monitor and/or coordinator as needed.

    • Other F.O.R. general/divisional (club officer, committee/board member) and community functions as assigned.

      • Tournament positions are independent of any Division Board positions. Each team is expected to assist with both the tournament and Division Board positions and serving on one does not relieve a team from serving on the other.

    • Participation in JCI carnival (working/selling raffle tickets)

    • Participation in F.O.R. sponsored community service projects.

  • Team representative responsibilities include but not limited to: attend all Boys or Girls Division meetings (or send a representative in your place if unable to attend), awareness and understanding of polices and procedures, disseminate meeting information to your team (parents, players, coaches), and inform the division commissioner if there is a change in team representatives. Missing a meeting is not an excuse for being unaware or uninformed of a rule.
  • Players resigning from a team and/or the F.O.R. organization must fill out a “Resignation Form” (found on F.O.R. website). Players may not practice with or approach another F.O.R. team until a formal resignation is submitted to the F.O.R. Division Commissioner.

Uniforms

  • Standardized Uniforms
    • Standard uniforms are mandatory for ALL F.O.R. teams.
    • F.O.R.logo
      • Logo will be silk screened on the uniform top in the top left hand corner, no exceptions. The logo may be embroidered on at an additional cost.
    • Order forms are on the F.O.R. website
  • Required colors – ROYAL BLUE AND WHITE (“Official F.O.R. colors”)
  • Authorized F.O.R. Vendors
    • You may only purchase your uniforms through an authorized F.O.R. Vendor

Tournament and League Payments

  • Payments for leagues and tournaments are made through South Bay F.O.R.

  • Submit the following to the F.O.R. Boys or Girls Division Treasurer:

    • A completed “Payment Request Form” 

    • Copy of the tournament or league roster (rosters will be verified against the official F.O.R. rosters on file by the Boys or Girls Division Commissioner).

    • Check payable to “SouthBayF.O.R.” in the amount of the league or tournament fee if you’re not using the team subsidy (if you are using the team subsidy note this on the Payment Request Form). Write team name, grade level and tournament/league name on the check.

    • Submit the above to the F.O.R. Division Treasurer no later than the latest F.O.R. division meeting which precedes the tournament application due date (due dates will be announced at the monthly division meetings).

  • Teams are responsible for submitting all other required paperwork (roster, waiver, etc.) directly to the tournament or league. F.O.R. does NOT do this for teams. When paperwork (rosters/waivers) are sent a note should be attached that states “Fee paid by F.O.R. Organizational Check”. Do not send personal checks to the tournaments or leagues.

Practice Gyms

  • Teams shall submit their request for gym practice time through the F.O.R. Gym Coordinator.
    • Issuance of practice time is based on availability
    • For all F.O.R. teams who receive gym time for practice through the F.O.R. club (not limited to only LAUSD gyms, inclusive of all gyms that F.O.R. acquires the permit for):
      • The team will pay $28 per hour fee. The F.O.R. Gym Coordinator will issue invoices to the teams using F.O.R. gyms three times a year.
      • F.O.R. will assume the LAUSD costs for filing the permit ($78.00 per period) and custodial fees ($5.00 per day). 
      • Gym time is not the property of the F.O.R. teams but assigned by the F.O.R. club. It cannot be given to other individuals, teams, or organizations. F.O.R. is responsible for the permit and assumes all liability for the use of the gym.
      • Additional information regarding the F.O.R. Gym Policy usage is on the F.O.R. website.
  • Individual teams who apply for gym/facilities on their own shall comply to the following stipulations:

    • Use of the “F.O.R.” name is strictly prohibited when applying for a permit.

    • No permit shall be requested under a non-existent or fictitious organization name. 

    • If the facility requires liability insurance, the team can apply for F.O.R. Gym Liability Insurance 

      • Note: only request for a copy of F.O.R. Gym Liability Insurance if your team is using a non-F.O.R. gym (i.e. you apply for the gym/permit on your own) AND if the school/facility requests for proof of insurance.

F.O.R. Player Loan for Tournaments

  • If you are an F.O.R. member and play for another F.O.R. team for a tournament the following conditions must be met:
    • You may play in the same grade or higher and your own team cannot be entered in the same tournament.
    • A “Player Loan Acknowledgement Form” (found on F.O.R. website) is filled out and submitted to the F.O.R. Division Commissioner for approval.
    • NOTE: teams may not include the borrowed player on the tournament roster until the Division Commissioner approves the loan.
  • Teams can only borrow players if the number of available players on the team falls below the minimum player requirement. Unless the particular tournament has a player minimum rule, less than 8 players is F.O.R.’s guideline. Also, teams can only borrow enough players to meet the minimum requirement.

Participating in Tournaments with a “Non-F.O.R.” Rostered Player

  • If you add a non-F.O.R. member to your tournament roster you must play as an INDEPENDENT team.

  • You are required to inform the tournament chairperson, F.O.R. Division Treasurer and the F.O.R. Division Commissioner (who will then inform the organization).

  • Pay the fee directly to the tournament (send your own check). You cannot use your F.O.R. subsidy to pay.

  • Cannot wear the team’s F.O.R. jersey (cannot place tape over F.O.R. Logo).

Team Allowances (Subsidy)

  • Team allowances are determined by the current year’s budget and will be communicated to the teams as soon as determined, and cannot be used until such time. Allowances may be used for tournament fees, league fees, equipment and/or uniforms. Allowances cannot be used for personal use (i.e. team party). A first year (new) F.O.R. team is not eligible for the allowance.

  • Teams electing to use their allowance for tournaments or leagues should specify that on the “Payment Request Form”. Submit this along with the tournament or league roster to the F.O.R. Division Treasurer.

  • Teams electing to use their allowance for uniforms or equipment shall submit a check request (signed by the F.O.R. Division commissioner) and the invoice to the F.O.R. Division Treasurer (obtain “Check Request” form from the treasurer). F.O.R. will issue a check payable to the vendor for the uniform or equipment expenditure.

  • The allowance request must be submitted to the F.O.R. Division Treasurer by the final (June) division meeting for the fiscal year, in order for a team to utilize the allowance in that year. In addition, the tournament or league payment deadline must be before June 30th in order for your team to use the subsidy for that tournament or league. There is no carry over to the next year.

JAO Invitational League (girls)

(Japanese American Optimist Club) (age-based)


  • Midgets

    • Brass (2nd grade), Copper (3rd grade), Bronze (4th grade), Silver (5th grade), Gold (6th grade)

  • Juniors

    • Silver (7th grade), Gold (8th grade)

  • Prep

    • 9th through 12th

  • JAO League for midgets and juniors: January – March; Prep League: March – June: Summer league (grades 2-12): begins in June, runs approximately 5 weeks with some doubleheaders.

    • Registration for the JAO league is through F.O.R. (rosters, payment, etc. turned in to F.O.R.)

    • Note: must be age appropriate for each grade division, determined by the birthday as of December 2nd of the registration year.

  • All players in the Midget/Junior divisions are required to complete 3 hours of community service and for players in the Prep division; they need to perform 2 hours of service. This will be submitted annually prior to the commencement of the winter or prep season.

  • First-Aid certification is mandatory for 1 coach per team.

CBO League (boys)

(Crescent Bay Optimist Club)(grade-based)

  • League is classified by grade. Grades 2nd through 12th

  • Divisions determined by grade of the current regular basketball season. (see CBO rules for specifics, www.cbosportsleague.org)

  • Winter CBO league (midgets/juniors) runs November through mid-February.

  • Winter Prep CBO league (for those players who are not playing high school basketball) runs November through mid-February (this league is not considered for “official” league rosters as teams may combine).

  • Spring Prep CBO league runs February through May (considered “official” league roster).

  • Registration for the CBO league is through F.O.R. (rosters, payment, etc. turned in to F.O.R.)

  • As above, F.O.R. requires boys team to fulfill the following community service hours:

    • 4th through 8th: 3 hours

    • 9th through 11th: 2 hours

    • 12th grade boys teams exempt

Misc. Leagues

(F.O.R. membership not required for the leagues listed below)

  • F.O.R. Double Dribble League
    • Kindergarten and 1st grade (or ages 5, 6 and 7) individual boys and girls can participate in the F.O.R. Double Dribble League.
    • Sign-ups are by walk-in (generally the Saturday following the F.O.R. Tournament at Gardena Human Services Office doorstep) or by mail-in. Applications will also be posted on the F.O.R. website
    • League play is for approximately 5-6 weeks, starting in June and ending in July (Sundays).
    • Players will be assigned to teams and coached by 8th through 12th grade volunteers.
  • F.O.R. Small Fry League
    • 1st and 2nd grade teams can participate in the F.O.R. Small Fry League.
    • Signups are approximately in Nov/Dec with information posted on the F.O.R. website.
    • League play is for 5 to 6 weeks, starting in January and ending in February (Sundays).
  • F.O.R. PIE League
    • 3rd through 8th grade individual boys can participate in the F.O.R. PIE League. League is classified by grade (as of September of current year)
    • Sign-ups are by walk-in (generally the Saturday following the F.O.R. Tournament at Gardena Human Services Office doorstep) or by mail-in. Applications will also be posted on the F.O.R. website
    • League play is from July to August (Sundays).
    • Players will be assigned to teams and coached by 8th through 12th grade volunteers.
  • F.O.R. Candy League
    • 2nd through 8th grade individual girls can participate in F.O.R. Candy League. League is classified by grade (as of current grade level).
      • Sign ups are at the JCI, generally 3 Saturdays in February.
      • League play is from April to June (Saturdays).
      • Players will be assigned to teams and coached by high school age volunteers who have previously gone through the program. 
  • F.O.R. High School Roundball League
    • 9th through 12th grade individual boys and girls can participate in the F.O.R. High School Roundball League (grade as of September of current year)
    • Signups are usually posted on the F.O.R. website approximately July-August.
    • League play is approximately 6 weeks, beginning in September (Sundays).
